This standard provides the operational framework for implementing the Emergency Management Policy. It details the processes for developing site-specific Emergency Response Plans (ERPs), conducting drills, and managing emergency resources to ensure a consistent and effective response capability across all company sites.
Guidance: Identifying potential emergencies is the foundation of planning. This should be a formal process linked to your overall HIRA.
A systematic risk assessment shall be conducted for each site to identify all foreseeable emergency scenarios (e.g., fire, medical, chemical spill, natural disaster, security threat). The assessment will inform the specific procedures required in the site's ERP.
Guidance: The ERP is the core document for action. It must be specific to the site and its risks.
A documented ERP shall be developed for each site. The ERP must include, at a minimum: evacuation routes and assembly points, procedures for different types of emergencies, the structure and duties of the Emergency Response Team (ERT), and an up-to-date emergency contact list.
An ERT shall be established at each site, with clearly defined roles such as Emergency Coordinator, First Aiders, and Fire Wardens. All members must receive training appropriate to their roles and be clearly identifiable during an emergency.
Guidance: Equipment must be suitable for the identified risks, regularly inspected, and accessible. (Ref: Environmental Regulations for Workplaces 9, SANS 10400-T).
All emergency equipment (e.g., fire extinguishers, first aid boxes, spill kits) shall be identified based on the risk assessment, strategically located, and maintained in good working order. Regular inspections must be conducted and documented using approved checklists.
All employees shall receive general emergency awareness and evacuation training upon induction and annually thereafter. The ERT will receive specialized training. Full evacuation drills shall be conducted at least twice per year for each site and must be documented.
After any incident or drill, a debriefing will be held to discuss the response. Findings will be documented, and the ERP will be updated with any lessons learned to ensure continual improvement.
This standard will be reviewed every two years or after a significant incident or change in legislation.
